AC Milan were awarded the right to build a new 48,000 seat stadium on Wednesday. Building a club capable of returning to the Champions League, however, is still the key. At least one Paris Saint-Germain player won't be part of that plan, but Philippe Mexes will.

Below is all the latest transfer gossip surrounding the Rossoneri.

Thiago Silva

Thiago Silva will return to Milan at one point in his career, but it won't be this one. According to his agent Paulo Tonietto, the 30-year-old is too rich for the club's budget.

"Milan should talk to the president of PSG about [a transfer], maybe they will be able to talk," he told MilanNews.it (via Goal). "One day Thiago could return to Fluminense, as well as Milan, he would like to, but just now there isn't the slightest chance that he will change clubs. Right now, he costs too much, he has a contract until 2018 and a very high salary. Milan could not pay his wages because they have a policy on salaries."

"He is doing well at PSG and he can't change teams. He is too expensive for Milan."

Philippe Mexes

Silva is expensive, but Mexes is not. The Frenchman—whose contract expired at the end of the season—signed a one-year extension on Wednesday.

Mexes made 20 appearances for Milan last season, finishing with two goals and an average of 5.9 clearances.

Alex Witsel

According to Alex Witsel's agent Riccardo Napolitano, the 26-year-old has agreed to terms with AC Milan.

"The player said yes to Milan," Riccardo Napolitano told Antenna 3 Television (via Daily Star). "At the start, Axel was not convinced by Milan's proposal because he was looking for a club that played in the Champions League; however, the Rossoneri were very insistent and at the end the player said yes to their offer. The first hurdle has therefore been overcome."

"Now, they need to satisfy Zenit's demands. Milan are prepared to spend €20m, but the Russians are asking for €30m to €35m."
