There is a new timeline of the moment of truth for the Damian Lillard trade saga, according to Adrian Wojnarowski of ESPN.

The longtime NBA insider noted that many general managers, team presidents, and team owners are going on vacation at this point of the offseason since the initial free agency frenzy during the first weeks of July is done, and most transactions have already been completed.
Woj admitted that this had slowed the progress of the talks between Portland and Miami.
The Lillard saga's resolution remains one of the few unturned stones remaining in the NBA offseason, and Woj has given the next date to watch out.
"The next real deadline is the start of training camp in late September. That's certainly going to be a moment of truth for the Portland organization. Do they want to bring Lillard back into camp with all of this swirling around?," the 54-year-old journalist said.

Saga may continue to drag
Another reason discussions have been slow is that no deadlines are looming, and Lillard still has four years remaining on his contract, including the upcoming 2023-24 NBA season.
On the other hand, the Heat are reportedly not going to bid against themselves and keep upping their offer, especially when they think that the Blazers do not have anything comparable as an answer. Both sides may drag it out until the start of the season, where they can reach a compromise.
