The Denver Broncos have made a strong offer to Brock Osweiler, but the defending Super Bowl champions are facing strong competition. According to Fox Sports, the Houston Texans, St. Louis Rams and the Cleveland Browns could also make a strong push to acquire Osweiler this summer.

Osweiler, who made a good account of himself during his seven starts for the Broncos when Peyton Manning went down with an injury, will become an unrestricted free agent.

The Broncos, who are looking for a quarterback to replace the now-retired Manning, have offered a three-year, $45 million contract to Osweiler, according to 9News. The Fox Sports report indicated that Denver's offer is too good to pass up for Osweiler, who only has seven NFL starts under his belt.

However, Osweiler is not a lock to take Manning's place in Denver because the Texans are also expected to tender a strong offer to the 25-year-old quarterback, who tallied 1,967 passing yards with 10 touchdowns last season.

The Texans reportedly have the advantage in case they decide to challenge the Broncos, as they will be armed with $41 million in cap space. According to NBC Sports, the Texans are considered favorites to land the four-year veterans if he decides to turn down Denver's offer.

The Rams were also mentioned as a potential landing spot because St. Louis are in dire need of a quarterback. The Rams, who was also linked to Manning before the two-time Super Bowl champion announced his retirement, could spend up to $44 million for free agents this offseason.

The Browns, who are obviously in the market for a new QB this offseason, could also make a strong push to sign Osweiler. They have the No. 2 pick in the 2016 NFL Draft, but they are not too high on top quarterback prospects Carson Wentz and Jared Goff. They also have a massive $50 million cap room to make a strong offer to Osweiler.

USA Today also reported that there is a strong chance Osweiler will be moving to a new team based on Broncos general manager John Elway's reputation. The report pointed out that Elway is known for walking away from negotiations if his initial offer is turned down, calling the Broncos GM a "skilled negotiator and ruthless businessman."
