The NFL and NFL Players Association have agreed to a new drug policy that will see at least 20 players reinstated and institute human growth hormone testing for the first time in league history.

NFL.com's Ian Rapoport reported that the decision went final early Wednesday morning and the NFLPA was contacting the suspended players, such as Broncos receiver Wes Welker, to confirm their status for Week 3.

Browns receiver Josh Gordon will not have his year-long ban lifted, but will have it reduced to 10 games in light of the new deal. Gordon pled guilty to a DUI Tuesday, but he will not be subject to the new deals mandatory two-game suspension.

Among the players reinstated under the deal are Rams receiver Stedman Bailey, Cowboys cornerback Orlando Scandrick, Giants lineman Eric Herman and former Vikings defensive end Spencer Nealy. Former Colt LaVon Brazill will have similar treatment to Gordon and will have his year-long ban reduced to 10 games.

A formal announcement is expected at some point on Wednesday, but the deal is expected to completely revamp the way the league handles it’s drug testing process going forward. The NFL expects the HGH testing process to start near the end of the month.
