The proposed vote that would potentially reinstate suspended players such as Josh Gordon and Wes Welker will not occur on Thursday after representatives reveled the NFLPA wants to further review certain clauses in the deal.
According to Rotoworld, the two sides cannot come to an agreement on potential commissioner control as well as the new DUI policy.

“Josh Gordon, Wes Welker and other recently suspended players remain in limbo. The union is awaiting a response from the league to its latest recommendations before they actually hold their vote, and the league office is a engulfed with the Ray Rice scandal right now. The two sides appear close on a deal, but there are "issues with language on multiple issues, including commissioner authority in the appeals process." Gordon remains worth stashing in all formats even though this isn't going to get sorted out before Sunday.”
Reports out of the talks revealed that Welker and up to 20 other players could be reinstated immediately, but Gordon could be left out considering he failed his drug test in 2013 and not after the March 8 cutoff date. Gordon is serving a year-old ban from the NFL for a failed drug test that would not be a failure under the proposed new deal.

The proposed changes to the drug program would put the NFL on par with the other major sporting leagues as well as the Olympics and military service. The players could elect to move forward with this policy, but many believe issues with the proposed DUI policy could cause some disagreements among the ranks.
With Week 2 in the NFL set to kickoff tonight, the player reps will likely not address the new deal until early next week.
Every 2014 league year suspension will be reviewed, if deal is approved. Josh Gordon failed his drug test in 2013, so wait and see on him.
