The NFL Players Association will take a vote Tuesday among its 32 player representatives that would not only completely overhaul the drug testing process, but potentially lead to the reinstatement of Cleveland Browns receiver Josh Gordon and Denver Broncos receiver Wes Welker.
The 32 NFL representatives will meet today to discuss and vote on the proposed policy, a policy that hasn't been completely agreed to by NFL and NFLPA. The two sides have agreed to let the players see what they have at the moment and if they approve they will move forward with the proposal.

Among the changes in the drug policy and human growth hormone testing, raised limits for marijuana testing and expand neutral arbitration. The changes in the policy would give players like Gordon and Welker the opportunity to be reinstated considering they would not have been suspended under this new policy.
According to ESPN, some owners have an issue with potential reinstatement of select players considering they have had player suspended in the past with no public outcry for change.

“One late sticking point is that the league has received complaints and concerns from owners regarding possible reinstatement for recently suspended players such as Josh Gordon of the Cleveland Browns and Wes Welker of the Denver Broncos, who would not have been suspended under the proposed policy. Those owners were displeased that a new agreement would not necessarily alter the standing of their own suspended players.”
The proposed changes to the drug program would put the NFL on par with the other major sporting leagues as well as the Olympics and military service. The players could elect to move forward with this policy, but many believe issues with the proposed DUI policy could cause some disagreements among the ranks.
