If you look at any mock draft out there, you'll notice that the Browns are all in on Jared Goff. They should just be prepared for him not to be there when they select No. 2 overall.
The Titans aren't exactly in a rush to select No. 1 overall, opening the door for a trade.
Jared Goff Should Pull An Eli Manning At 2016 NFL Draft
That trade will likely be one to keep the Browns from selecting Goff. Should that armageddon-like scenario play out, here are three other QBs they should consider.
Rex Ryan Should Take A Chance On Johnny Manziel
Carson Wentz, North Dakota State
No Goff, no problem.
Carson Wentz is considered by many to be the top QB prospect in this draft. No one was in a rush to see him play at North Dakota State, but a 6-foot-5, 240-pound, strong-armed QB will surely turn heads at the Senior Bowl.
The only downside: NFL talent evaluators compared him to a "big, strong-armed Alex Smith," per Fox Sports.
That's not exactly the comparison you want when you're being considered No. 2 overall.

Paxton Lynch, Memphis
This is where the Browns can start to get creative and increase the value of their No. 2 pick. By trading back, Cleveland can accumulate draft picks to address WR and DE needs. Paxton Lynch and all his 6-foot-7 frame should still be available outside of the top 10.
For a team desperate to fill multiple holes, it's an option worth considering.

Christian Hackenberg, Penn State
There's no rule that says you need to draft a QB in the first round to be successful. If anyone is aware of that, it's the Browns and their miserable draft history.
Going the Seahawks route -- the one that landed them Russell Wilson in 2012 -- Christian Hackenberg is a third-round prospect, per NFL.com. Waiting until later in the draft will allow the Browns to address other needs in the first two rounds.
