NBA Creates New Lottery System Proposal Aimed at Discouraging Teams From Tanking [VIDEO]

The NBA has come up with a proposal that it hopes doesn't tank before the league's competition committee as it convenes this week in Las Vegas.

Grantland.com is reporting that the NBA has submitted a plan in which the percentages among the 14 lottery teams to land the top pick would be much more closely bunched together, according to sources familiar with the proposal.

The idea behind the new idea is to prevent teams from tanking to gain better odds of landing the No. 1 pick in the next NBA draft.

Currently, the team with the worst record has a 25 percent chance of earning the No. 1 pick, Grantland reported. The team with the second-worst record has a 19.9 percent chance, the third team a 15.6 percent chance.

The five lottery teams with the best records have anywhere from a 1.1 percent to a 0.5 percent chance to land the top player.

The new proposal stipulates that the four worst teams top out with an 11 percent chance of winning the lottery. The fifth worst team has a 10 percent chance and the odds decline and less sloping pace with the team with the best record entering the lottery with a two-percent chance of getting the top pick.

The second part of the proposal changes the drawing of Ping Pong balls from three to six. Under the current system, the lottery involves only the first three picks. After that, the draft goes in order of record. The proposed change would use the lottery for the first six picks, followed by order of record.

According to Grantland.com, the proposal, if approved, could be put in place as early as next spring but has several hurdles to overcome. But it would be a deterrent to teams intentionally putting together teams in hopes of getting the No. 1 pick in the subsequent draft, of tanking once they are eliminated from playoff contention.

The NBA doesn't want a team fighting for the eighth playoff spot to tank because of the chance to win the lottery; that's why it capped the chances for the team with the best record at two percent.
