The behind-the-scenes wheeling and dealing may be well underway.

On the heels of NFL commissioner Roger Goodell's report on plans to keep the Rams, Raiders and Chargers in their home cities all being inadequate, the general assumption is that NFL owners will grant the wishes of one or two teams to relocate to Los Angeles.

The timing of the "leak" of Goodell report to NFL owners on the failures of St. Louis, Oakland and San Diego is auspicious, as the NFL owners will gather in Houston later this week to vote on two proposals on returning the NFL to the Los Angeles market.

That has brought about the participants to the negotiating table, according to The San Diego Union Tribune.

Bob Iger, Disney's chief executive who signed on to spearhead the Carson stadium project that would bring the Chargers and Raiders to Los Angeles, already may be brokering a deal that would give NFL owners a road map on how to vote in the relocation measure.

"Still, talking doesn't hurt. My sources tell me that "Iger's people" were scheduled to meet this weekend with Kroenke's team to explore a partnership ahead of the Houston confab," San Diego Union-Tribune reporter Dan McSwain wrote.

It seems clear the NFL doesn't want all three teams moving to L.A., and the leak of the report could be the league's message for the applicants to work out a viable solution themselves so that NFL owners aren't the bad guys and keep one or more teams from moving.

The Raiders could receive financial help if they want to go to San Diego, San Antonio, St. Louis or even London.

How the situation resolves itself is still up in the air, but at the very least, Goodell's report seems to make clear that the NFL landscape is set to change in 2016.
