The report said that the Browns likely would have to work their way into a top-four pick so they could get the reigning Heisman Trophy winner. Chatsports.com reported earlier in the week that the Browns were in negotiations with the Philadelphia Eagles for the services of quarterback Sam Bradford, the former St. Louis Rams No. 1 pick five years ago whom the Rams traded in exchange for quarterback Nick Foles.

The Eagles reportedly had asked for the Browns' two No. 1s, as well as Johnny Manziel - the 2012 Heisman Trophy winner - but Cleveland found that asking price too steep and may not be convinced it can sign Bradford to a long-term extension after the season.

The Browns took Brandon Weeden with their first-round pick in 2012 and selected Manziel with their second of two first-round picks last season. Manziel entered a rehab facility during the offseason to address some personal issues.

Cleveland signed veteran backup Josh McCown during the offseason but seem to understand that it does not yet have a franchise quarterback. Another profootball.nbcsports.com report indicated that Manziel was not considered when the Browns offense started planning for the offseason.
