Mel Kiper Jr. released his NFL Mock Draft 4.0 Thursday and he has made some drastic decisions from the 3.0 version. Just like in the 3.0 version I will analyze who is too high and too low.

Too High:
4. Cleveland Browns | Johnny Manziel, QB, Texas A&M
Not only does Kiper have Manziel in the top five, but he has Manziel as the first quarterback off the board. Kiper has been very high on Manziel since the beginning, but this is a little too much. Manziel has the ability to go in the top 10, but teams are starting to smarten up on this quarterback class. Many quarterback-needy teams are rumored to be smitten with second round prospects.

6. Atlanta Falcons | Taylor Lewan, OT, Michigan
Kiper calls Lewan “the most NFL ready tackle” due to his experience at Michigan, but completely throws out how much better Jake Matthews and Greg Robinson are. Lewan has the most experience, but Matthews has looked better than him at every turn. Kiper also disregards Lewan’s off the field issues that have rumored to have knocked him into the teens in most mocks.

11. Tennessee Titans | Justin Gilbert, CB, OK St.
The Titans have announced they wont take a corner in the first round, yet Kiper has Gilbert in Tennessee. When the Titans let Alterruan Verner walk they didn’t attempt to fill his shoes via free agency. They were content with the corners they had when they let him leave and nothing has changed. If they do bring a corner in it will be in the middle rounds.

Too Low
20. Arizona Cardinals | Derek Carr, QB, Fresno St.

Many of the teams in the top 10 are smitten with Carr and the Raiders are rumored to be ready to select him at No. 5 if they cannot trade back. There is no way Carr makes it all the way to No. 20 at this point. Even if he slides out of the top 10, a team that was in love with him will more than likely trade up and get him.

25. San Diego Chargers | Anthony Barr, OLB, UCLA
Barr is the second-ranked outside linebacker for almost every analyst, yet he lands at No. 25 for Kiper. It’s true teams and scouts are cooling on Barr and consider him the most likely to bust of the first round prospects, but a team like the Titans who need 3-4 players can’t pass on him. Barr is a rare talent on paper and would be a steal for the Chargers.

33. Houston Texans | Teddy Bridgewater, QB, Louisville
Kiper has Bridgewater as his top quarterback in the draft and drops him into the second round. Kiper says he believes a team will trade up if it gets to this point but he doesn't project trades. I doesn't seem likely the once top prospect would drop to the second round so quickly, but it has happened. It’s a solid projection, but someone will go and get him in the first.
